SAN RAFAEL — A serious incident unfolded at Northgate Mall where a security guard was arrested for allegedly running over a bicyclist intentionally. The event raises concerns about safety and appropriate conduct in public spaces.
The suspect, identified as Melvin A. Kennedy, is a 66-year-old Oakland resident who has been booked at Marin County Jail. Eyewitnesses and authorities are piecing together the events leading up to this alarming act.

San Rafael police started receiving multiple emergency calls on June 11, just before 4:30 p.m. Officers quickly arrived at the scene and discovered that a private security vehicle had struck a juvenile riding a bike. Fortunately, the victim sustained non-life-threatening injuries and was transported to a local hospital for treatment.
According to reports, the incident transpired in the parking lot of the shopping mall. Witnesses noted that the guard was seen shouting at a group of juveniles prior to the altercation, escalating the situation significantly.
While driving the security vehicle, Kennedy allegedly pursued the youths and collided with one of them. After striking the bicyclist, it was reported that he briefly halted his vehicle before fleeing the scene, leading to immediate concern among bystanders and local law enforcement.
In a prepared statement, San Rafael police confirmed that Kennedy later returned to the scene and surrendered to the authorities. He was employed by a security company responsible for patrolling the shopping center’s parking area. Reports indicate that his outburst was triggered by juveniles tearing down caution tape used to block off parts of the parking lot.
Kennedy has been charged with assault using a deadly weapon, specifically a vehicle that could potentially cause great bodily injury. Additionally, he faces charges related to endangerment of minors. He is currently no longer in custody, but the investigation continues.
